The ask
Create a vision and master plan for Balboa Park (including Boxer Stadium) that reflects current and future needs, connects the park to transit, and connects the neighborhoods separated by I-280.
Our 2025 budget ask
- Add lighting for the tennis courts and playground, and upgrade lighting for the pedestrian pathways
- Complete the pathway around the baseball fields
- Add table tennis (indoor or outdoor)
- Add outdoor fitness equipment in the multi-purpose field
- Renovate the skatepark
Rec & Park can fund these responsibly by activating under-used assets: unlocking Boxer Stadium for public use and broader permitting, opening the baseball fields to multi-sport permitting, and opening the pool for more open swim and lessons.
Why it matters
Two-thirds of Balboa Park sits idle most of the time and doesn't serve District 11.
- Boxer Stadium is locked up and unused most of the time. It's rarely rented, for events that draw no more than a few dozen people, and it earned $28k (56% of anticipated) in FY25 and $14k (29% of anticipated) in FY24.
- The pool is open to the public only about 43 hours a week, compared to 80–90 hours for pools in other Bay Area cities.
- There is no coherent pathway around the park. The one around the baseball fields only goes halfway.
- The skatepark is past its lifespan, in disrepair, and dangerous to skaters.
- The baseball fields are single-purpose and unusable in winter or when it rains, and the bleachers are dangerous.
- Lack of lighting limits use of the tennis courts, playground, and walkways after 5 pm in winter.
- The police station takes prime real estate and parking, and squad cars responding to incidents must pass the tennis courts and playground and cross a pedestrian pathway to exit.
- Rec & Park uses the park as a maintenance yard, taking up space and parking.
- There is no rec center or clubhouse for after-school activities, community gatherings, or dance and exercise classes.
